This could be an allergic reaction or conjunctivitis (infection of the eye). Allergic reactions can lead to facial swelling especially the muzzle, lips, and around the eyes. You can try giving Benadryl. The dose is 1 milligram per pound of body weight given by mouth 3 times daily for 2-3 days. Do NOT use the Cold and Sinus variety--only plain Benadryl (Diphenhydramine) is safe.
Conjunctivitis is not contagious to people or other dogs. It needs to be treated with topical antibiotics. A Fluorescein stain will be done to determine if the cornea (outer surface of the eye) is intact or if it has been scratched. If the cornea is intact a topical steroid can be used as well to decrease inflammation and make the dog more comfortable.
