I have a friend with same kind of dog. She has to take (Tess) to the vet routinely to have anal gland expelled. Most dogs can burst the gland on their own. But dogs that are very small or weight very little scoot on their bottoms trying to do this but are unsuccessful because of their small size. I might add that (Tess) feels much better after her regular visit to the vet.
Maybe, but more likely his anal glands need expelling. See a vet.

Dogs have glands that are just in side of their rectum. This fills up with liquid and itches so they drag their but trying to scratch it. The vet will drain them for you. I just had this done to my dog that is how I know.
He's got worms most likely
He may have worms. Have you dewormed him or taken him to the vet?
He may have worms or his anal glands may be full and need to be expressed. The vet can check both for you. Sometimes my pup does it if he doesn't feel clean in that area.
Cause he needs his butt wiped with some Charmin. Take the poor thing to the vet.
If your door scoops the butt on the floor, it might have worms.. You might want to take it to the vet
His or hers butt itch. Sometimes just cleaning it with their tough doesn't always help. And or there is something wrong with him or her. Good Luck.
