Birds, racoons, fish, toads, and frogs all eat tadpoles.
Tadpoles eat small underwater vegetation such as algae or even water weed. No tadpoles do not eat grass or sedgegrass, cattails(the plants that grow near wetlands) because they are on land. Tadpoles use gills to breathe and cannot survive without water. When tadpole developed into frogs it will eat insects such as a fly or caddisfly larvae.
