Well you have the Penguin already, but how about the Ostrich or the Emu.

The Emu is from Australia, it can't fly, and at 5/6 ft high it's related the the related to the Ostrich.

The Ostrich is found in Africa and also doesn't make it airborne.

My answer was going to be a "jailbird" also. In Kentucky, an inmate is oftentimes referred to as a "jailbird". But perhaps you are looking for a real, live scientific bird. If so, then I have no idea. P.S. This was fun; and it is my very first time on the site!!
