He is ready to breed when his balls drop down. If they are still up & not showing then he is still not ready. They are usually ready between 9-12 months old. (never 6 months as previously told)
Try putting him with your females a little early, so that he gets stimulated and starts to get the idea. And remember to also mate a smaller male with a larger female to prevent birthing problems.
