My male dog keeps panting, whining and mounting my female dog. Is there anything I can do to stop him?
Unfortunately there isn't much you can do, unless you get both dogs neutered. Other than that, you should try to keep the male dog away from the bitch as much as possible.
Your male dog is displaying normal and natural behaviour. It's the smell of the female in heat that is causing him to pant, whine, mount her and to be so excited.
The heat cycle in female dogs lasts approximately twenty-one days and, during this time, the male dog will inevitably become very excited. Unfortunately, there really isn't much you can do to stop nature - not unless you get your dogs neutered.

- Male dogs may also pant, whine and mount when they are excited, anxious, to signify social dominance and for attention-seeking purposes.
- If this is case, take measures to calm your dog down, or give it more attention. Any form of interaction with humans will hopefully stop it from mounting anything that moves.
- The best and most effective method is to try to separate the two dogs during this heat cycle.
