Its normal. My yorkie has them to & I brought him to he vet and he said its kinda like nipples on males.

Nipples on a male dog are placed in the same areas as those on a female dog, They are on the abdominal area and are symmetrically placed in rows . Red spots on the genitals, meaning I assume the penis, are NOT nipples and could be a number of things. Check it out with a vet.
Well it can all depend on age of your pup if it was actually about 3-4 years old it would commonly be nipples try taking it to the vet that's what I did and the vet said this
