Since it can be toxic in the wrong form and amounts you should ask your vet. Some people think it might but others say absolutely not and not really worth the risk if you mess up :-). The best thing to do is follow the instructions from your vet on a flea prevention product that your vet recommends. Some are pretty nifty and aid in prevention of more than just fleas. Over the counter products can be extremely dangerous and even more so if the directions are not followed exactly.
