Get a card envelope and place things in it like food and treats or you could get toilet role place it in the envelope and place things in like bedding...
My gerbils love running around paper towel tubes. I know you have already heard something like this, but I tape a bunch of mine together and cut holes and stuff, then bury it all under the bedding, so they can have a little under-ground passage to go through.
Oh and I also get old socks and stuff, but a little bedding in it, and it makes a gerbil bed.
I got a tupperware container ( a very large/cheap one) and put all kinds of stuff in it. I put shoe boxes with holes cut into them, paper towel tubes, a cereal box, a tissue box, random cardboard stuff...pretty much everything. It makes a great gerbil playground. My gerbils adore it! They used to hate getting out of their cage but now, knowing they'll go to their playground, they love it!

Do this-This is a cheap toy to make, also. Cut the bottom of an egg carton so the bottom of it has 12 open holes. You can turn the carton upside down and stuff it with bedding and let your hamsters use it as a nest or a fun toy.
You can take a toilet paper tube and tie it to a sewing string and hang it on the cage
You can take cardboard boxes, toilet paper tubes, cereal boxes etc. (without printing on it). And make like a maze with different sizes of holes in it, and cardboard ladders and 2 or three stories high. Hide your hamster's favourite treats in corners and holes. It could be like a hamster playground! Enjoy!!! !-)

Get a cereal box and cut holes in both sides of it then put it in the cage or a playpen so it can crawl in and out
Get a can with a lid on it and cut a hole in the lid and fill it with bedding
Get an egg cartoon and cut some circle things off the bottom. Make sure the gerbil (or hamster) can get to it and tie a string to the top of his cage and... Voila! A home made swing! :)
My brother uses a 20' length of corrugated drainage pipe(made out of plastic any hardware store would have it) about 4"-6" in diameter .very flexible to make raised and lowered sections for the animals to run through and then he has a baby pool(5' round) filled with either sand or wood shavings(like they have in their cages)...he also has a slide made of plastic tubing(smooth) that goes into their cage...I guess if you wanted to substitute you could use 2 liter plastic bottles with the ends cut off and then fasten them together with duct tape or hot glue...of course I forgot to tell you his animals are ferrets ,but I figure it would not be that different for a gerbil...you could maybe even use a clear plastic storage bin and attach the drainage hose to the bin making something like in these pictures...www.valupets.com
