They use their fins to propel themselves in the water. The pectoral fins and dorsal fins keep them level and their tail fin moves them forward. The pectoral fins also act like "brakes" when flared out. Fish also have a swim bladder that they can either inflate or deflate. This raises them up to the surface or lowers them to the bottom when they are not forcefully swimming with their fins.
