I have 2 dogs and one rings a bell when she has to go to the bathroom but the other one dosent. Does anyone have any tips on getting her to ring the bell?

Well, you might look at this site for something you are missing with the other dog or you can do what I did ! I put in a Doggie door and my Hound can come and go as he wishes !
