From HyperTexbook :

The frequency range of dog hearing is approximately 40 Hz to 60,000 Hz, of course depending on the breed of dog as well as its age. Like humans, dogs can begin to go deaf as they become older. In some breeds of dogs it is natural for them to go completely deaf in their old age. So, no they can't hear in the 20 hertz range. They can feel it but not hear it.

Maybe not entirely "hear" them but they would feel them . Looking at the dog would let someone know if they felt the sounds.

Records as far back as ancient Greece tells of dogs fleeing the city of Helice before a tragic earthquake. China also has stories of dogs showing signs of distress before seismic activity. Although dogs are very much aware of their surroundings, some scientists argue that a dogs hearing is so perceptive that they can hear rocks crumbling under the grounds surface. Some seismologists think that the dogs feel seismic activity through their paws. Either way, if a dog in an earthquake prone area begins to act odd… maybe a spontaneous road trip is in order.

Why stop at hearing or touch?

Dogs' sense of smell is so much more sensitive than humans ... maybe they smell something associated with earthquakes?

Or maybe they have something in their brain, tied to the magnetic field - like birds do?

Since their vision is different also (more B&W, less color), maybe they pick up on a shift in lightwaves that is too subtle for humans.
