My cat does this. I narrowed it down (for my cat) to static electricity.
Try petting the cat with a dryer sheet on your hand. My cat now comes to me when he sees me get a dryer sheet out.
Why does my cat just instantly and involuntary shiver and just continue on what he was doing like nothing happened? It only happens once and a while but if he is walking it makes him miss step.
