When a Blue Jay flaps its wings down it forces the air down and the body up. When they flap upwards they spread their feathers out, so as to provide less air resistance, so the bird does not drop on the upstroke. In this way they steadily gain altitude until a point where they fly level, never parting their feathers on either stroke.

Flap their wings back and down at the same time creating thrust and lift at the same time.
