A lot of puppies are prone to this tail chasing behavior. This is generally not a sign of a problem but more of a playful activity. They see the tail wag and it intrigues them and so they chase it not realizing what it is. Some types of terrier breeds are more likely to display this behavior than other dog breeds. When you see your dog do it try to distract him with a toy so as not to encourage the behavior.
