Muscovy ducks are large domestic ducks and come in all colors: They are frequently black and white. They don't quack but make a whistling noise, and often have red bills and feet.

Another duck that has black on its head and back, and white around the neck and breast are called Mergansers.  There is a hooded merganser that is easy to distinguish because of the feathers on its head.  However, there is also a common merganser, which this could be.

Might be a Black-bellied Whistling-Duck: Large, colorful duck with bright red bill, pink-red legs and feet. Shows white wing patch, black belly, reddish-brown breast, neck and back. Face, forrent are gray, white eye ring. Feeds on aquatic plants, cultivated grains, seeds. Direct flight on rapid wing beats.
