The cone is to prevent
your dog scratching or rubbing the eye. 
It will depend on the type of eye surgery your dog has undergone.  If there are stitches in the skin, it
should take 10-14 days for the wound to full heal.  If your dog has had surgery on the eye itself, healing may
take longer, and itching and irritation may persist.  The cone should not come off until it can be assured that
scratching won’t delay wound healing.
