Check the relative humidity in your house. If the air is really dry the static charge will build up much faster.

Pet with a used dryer sheet. Avoid the eyes and face of course.
Tie a chain around his waist and let it drag on the floor.
Put a grounding strap on it's tail. Problem solved.
