I have a dog who has been looking sad and has his tail down a lot. My parents think he is ok but honestly they don't care. I am worried and don't know what to do?

usually a tai like this signals a scared dog or one that has been abused by someone so may be worth doing a little deeper checking here. Not saying this is exactly the problem but sure sounds like it
