Pigment changes can occur benignly in the skin. The penis is covered most of the time by the prepuce--this is covered in skin and hair. The penis itself should be pink in color and moist. Colored spots on the penis is abnormal. They could signal infection, sexually transmitted disease, trauma, or tumor growth. It would be best to have these new spots examined by a veterinarian.
