It partly depends on the species, but --

Most tortoises lay between 3 and 10 eggs in a clutch, in different (underground) nests, every 10-30 days during the late spring to late summer months. These incubate for between 3 and 10 months, depending on temperature and other conditions.

Tortoises usually take 12-20 years to become sexually mature, and may not breed every year, if conditions are unfavourable or a mate cannot be found. Most tortoise species live 60-90 years, although specimens of some species have been reliablely recorded as over 150 years old.
