After scratching the eyes, what symptoms he is showing? Redness in eyes? Water eyes, eye swelling? Yellow discharge from eyes? Dogs scratch eyes due to irritations and many factor can cause these irritations in the dog's eye. These are
  1. Grass or splinter in the eye
  2. Bacterial or viral infection of conjunctiva
  3. Insect bite
  4. Problems of tear production and drainage
  5. Glaucoma
  6. Allergy to pollutants
Sometimes, eye scratching can lead to secondary infection. Treatment depends upon underlying cause. So, take your dog to vet for treatment and identification of exact cause.

My dog was scratched in the eye by my cat and it was turning red and it was swollen. I boiled 1 cup of water and added a teaspoon of salt. Let it cool then put it on a piece of paper towel and squeezed it into her eye. Within a few hours her eye was much better. She can open it almost all the way. I also did this with one of my kittens. It works well.

My cat scratched my dogs eye. There seems to be a scratch on the eyeball close to the inner part of the eye. Small trace of blood oozed out. What should I do?  Is it urgent to take him to ER or can I wait until Monday morning?

Take it to the vet.  Untreated eye injuries can quickly go downhill and cause the loss of vision or loss of the entire eye.

Cat scratches can be nasty and as you can never be too careful with eyes, it's best to take the dog to a vet for the right treatment (probably a soothing antibacterial cream specifically for eyes). All the best...

I don't think you can do anything there. The dog may now be a pirate.
