This question is a little bit like asking how long a piece of string is. It very much depends on whether you mean how many puppies can a dog have in its life time or how many puppies a dog can have in one litter. There are also variables when it comes to the breed, age, and condition of the dog. There are famous statistics dating back to 1944 in Pennsylvania, where one dog gave birth to an incredible 23 American Fox Hounds in just one litter. Considering it is possible for mothers to give birth to several litters in their life time the figure can be extremely high, though this is an extreme case of course.
Dogs bear their litters roughly 9 weeks after fertilization, although the length of gestation can vary from 59 to 65 days, with 63 days being the average. A general rule of thumb is that a mammal will produce half as many offspring as the number of teats on the mother. This rule is altered in domesticated animals since larger litters are often favoured for economic reasons and in dogs, particularly, the great range of sizes and shapes plays a role in how many healthy puppies a female can carry. An average litter consists of about six puppies, though this number may vary widely based on the breed of dog. If you feel or know that your dog is pregnant it is easy enough to find out by going to a vet for a scan or x-ray. It is advisable that you have some idea how many puppies a mother is expecting so that appropriate care can be given, a dog carrying seven or more pups will need some considerable attention and possibly treatment, especially during the birth.

Small breed 3-6 average, large breed 6-10 average. But dogs of all sizes are known to have anywhere from 1 to 12 pups

The average number of puppies in a litter is 6, although this varies according to the breed of dog. For example, a bloodhound will often have 9-15 pups per litter, whilst the miniature poodle will have only around 4. These figures are for domesticated dogs, since dogs which are undomesticated tend to have fewer pups, but have them more often and so their production rates are higher overall.

Often dogs are spayed after one or two litters, whilst others may be kept specifically for breeding. The number of times that a dog is pregnant also varies according to breed. Some dogs may be in season twice a year, but for some it will be a lot less and for others more.

But as a general rule, if the average dog has six pups and then goes on to have two litters, each dog will, on average, leave twelve little dogs behind.

A dog is always considered to be a man best friend. And when a dig litters it is so much like a mother giving birth to her child. But the only difference that lies between humans and dogs are that humans may deliver a child, or possibly twins and in rare cases triplets. But on the other hand a dog may give birth on an average to nine puppies and sometimes even the number may scale up to twelve.

However, there are different types of dogs.

Dog owners wait anxiously about the delivery time of their pregnant dogs. They start preparations like whelping box, x-rays after 50 days of pregnancy to know the litter size and any abnormality etc.

A full term pregnancy in dogs can be of an average 63 days. Signs of labor start 8-48 hours before true labor. When your pregnant dog has almost completed 61-62 days of pregnancy and show signs like pacing or restlessness, reduction in rectal temperature below 100, agitation, nesting behavior and loss of appetite then it means that she is going to have puppies very soon.

She will shiver when she is having contractions thats when the first one is coming for sure. But she will  shuffel her blankets around to try and make a nest for her puppies and she can do that for days before  she has them.  But they can come at any time. She might try to hide some where to have them like a dark place or some where that looks like a cave. She might also lose some gunk reight before she has  her sirtst puppy too.
