Yes they can. As far as I know peanuts are not toxic to dogs nor do they cause any side effects. They'd probably get sick or constipated if they got a hold of a whole bag!!! A few peanuts are fine. Have you ever given your dog a spoonful of peanut butter? If not, I won't tell you what happens but it's pretty funny to watch. Our dog loved it and we always had a good laugh.
My dog has seizures after eating peanuts. So no more peanuts for him. He obviously is allergic like some humans.Had to race him to the vet and be put on a drip over night.

Peanuts are even said to be dogs favorite flavor. I suggest you give them some in stuff instead of giving them to them plain but you can. Hope this helps.
