Can Worms Cause Tail Anus Licking Biting?

Help my maltese/cocker is licking and biting her anal for months.  The vet gives us various medication but nothing works.  No word that it is worms.  Something is wrong.  This is ongoing and getting worse.  I need a real opinion.  If not worms what else

If not could be anal glands, which are not a serious medical problem by any means, either are worms. Just call your vet, explain the symptoms your seeing, bring you animal in and either way the situation can be cleared up pretty quickly.
