Ummmm ......Just because you get a puppy for free. DOES NOT mean that you can not afford to take care of it, who ever responded in that manner is totally wrong (, maybe that is the case sometimes but NOT always!!! )my friend was given a puppy (after she lost her dog) and could not handle emotionally another dog  at the time , and gave the chow chow puppy to my self and my children, we have had him for eight years now , and love him dearly. And CAN afford to take care of him VERY well, and do just that !!!!better than a lot of people I know who paid money for their dogs!!! Your answer does not apply to every situation.

It isn't whether you can get a puppy for free. It's WHY you are looking for a free or cheap puppy. I agree, if it's because you can't afford to pay much or as much as that breed costs from a decent breeder (which tends to cost less ultimately in vet bills due to health problems which are beyond normal for the breed) then it may be you can't afford the pup or the care once it's in your home. They are expensive to upkeep well. If they NEED regular grooming (every 4 to 8 weeks or more if they opt to try to keep them long adds up). A decent groom shop can charge 35 to 60 dollars on average for a smaller to average type (up to about 30 to 40 pounds) bath and haircut and it varies and goes up based on breed, coat, condition, size, temperament and various other things. And it is required for your pets comfort and HEALTH. Basic supplies like high quality food, kennel, toys, and things like that. Then there are vet bills. You can't not provide basic (shots on pups OFTEN and periodically as adults, checkups, parasite treatments or preventions, spay/neuter, things like ear infections or urinary tract infections or mites or skin problems or eye problems or whatever though a higher quality food can help with much of that or other medical care (illness, disease, injury, emergency) because of financial problems. It's not humane and you take on that responsibility when you get a pet. They can't do it themselves or complain. Just because it's a dog or cat doesn't mean they don't feel pain and often have a much higher tolerance than we do so if they are showing it, it probably HURTS.
It is also important to consider that often times a 'cheap' dog is often just that and may become far more expensive than if you had spent more money and time getting a pup from an even somewhat responsible breeder that is knowledgeable and that knowledge shows in the resulting pups, their behavior, their health problems, and they are often there for you throughout the pet's life. So WHY you want a cheap or inexpensive puppy is a factor. It's just not really the way to go as far as breeding unless you go to a rescue or shelter (where many of them end up and especially if you like a mix breed, there is no reason to BUY one from someone that has irresponsibly bred one way or another) usually and after you have considered all factors involved not the least of which whether you and the breed fit each other well and whether you can afford the care of the pet in addition to the actual pet.

Good grief man take a chill pill. The question was does anyone know where you can get a puppy for free in maryland. I wish someone would just answer the question, instead of posting Public Service Announcements. Puppies are pricey at times to maintain, that may be the reason that this person wants to find one that is free. Next time try not to write a novel, and get a life. If I find out where you can get a free puppy I will let everyone know.
