Licking is a universal behavior in canines and most dogs do this with passion. There are many theories behind licking. Some say that it is one of the ways it expresses itself with another of its breed or human beings. Hence it may be either to greet somebody or just show its happiness and pleasure to be close to the person of its liking.
Another theory states that the habit of licking in dogs as seen in most animals is a sort of cleaning ritual. Bitches also lick up puppies and do this for considerable amount of times and cleaning them up could be one reason for doing this. However, when a pup licks its mother, it could be asking for solid food.

Similarly, when a dog licks the face of its owner, it could mean the same thing. Lastly some say, dogs lick human beings as they like the taste of salt. You may try and see if your dog licks you up more when you return home after a workout session, dripping with sweat!

The answer is simple. They like the taste of the sweat on our bodies. It is salty. Thats why they like weird places like the palm and feet

My Dog is a real lick-er and he constantly does it I think he does it because he can't use anything else to express his feelings.

IN most canines, licking of the the muzzle or lips is a care-seeking gesture.  Very young pups do this to encourage the dam to regurgitate food.  So you dog, when licking around your face, is giving you the dominant role and asking for sustenance of a sort.
