Dogs have anal glands that sometimes fill with the guck you describe. Occasionally they express these glands by scooting around on their rumps. It's disgusting and slightly odd until you get used to it, but perfectly natural and nothing to worry about. It's only when they can't express it in these normal fashions that manual intervention is necessary, and that's admittedly pretty unsettling.
