Your dog may be constipated or have diarrhea.  Dogs with diarrhea will feel the urge to defecate from the inflammation and discomfort.  They do not have any stool to pass so they strain and pass nothing.  Constipation can also causes difficulty defecating and discomfort.  Your dog needs to be examined by a veterinarian so appropriate treatment can be started.
