Well mabye he/she is just scared or really shy when I first got my hamster she always breathed fast but now that she has settled down she is ok.
If it is cold then you should either turn up the heating or move it to a warmer room.
She probably isn't responding to anything because she is scared and shy or perhaps she just can't here you.
