Its because all embryos are female until the chromosome is added to make them a boy. Thats why make dogs have nipples,  they are for decoration only on males. Just like male humans.

We can't find the nipples on our female dog either! Are they just hidden well until they get pregnant?

Yes they do. Just like human males still have nipples - so do male dogs. However, they are really small, and most of them will be hidden by fur. The easiest to find are the ones on the dogs belly near his p**is.

I agree... I had a male chihuahua (sp?) whose nipples I never noticed. But you can see my male pit bulls nipples. Sometimes they're just more visible it seems.
