The Cat's Eyes Move From Side To Side, He Loses His Balance And Falls Over-sometimes His Head Also Wobbles?

My mom said that he has something wrong in his brain, maybe an infection or tumor or something. My cat did this last night, so I called and asked her because she has nursed a lot of sick cats. No, I did not go to the vet, because it was a Sunday night and my cat is in the dying process from so many other health conditions. I just wanted to know if there was anything I could do to help him and if he was in any pain.

My Cat Shredder is 18 years old, healthy all his life suddenly he and his brother are staggering at the rear, and he cannot walk now, front or rear, right pupil dilated
and his head is NORMAL and full of love and purring. He can no longer "kitty paw" something he ALWAYS did while purring, I will probably put him "down" as he is really old and I am not a money person. He has lost bladder control, and feces. I am only posting here because I have read MANY reports like this on cats of all ages, and I am suspecting MAD COW DISEASE. Don't laugh; beef cat food, especially the CHEAP kind I have always fed, could easily be full of crap. The INDUSTRY fed it to cows for years closing the infectious loop. They also fed it to fish farm SALMON who in turn are fed to cats.  Mark Lappe' (Google the name) was a good friend of mine and perhaps the world's TOP toxicologist. He taught me a lot about Mad Cow. The Vets seem to be shooting in the dark with explanations to this obviously common tragedy in all age cats, (I have not checked dogs yet). Good luck all
if you can afford it, feed them duck meal.

Wobble eye...  Not sure the technical term, but it's a genetic defect in some purebred cats!!  My neighbours Siamese has it.  Weird as heck to watch!!
