Yes it is safe to give Phenylephrine with Benadryl as it helps to reveal congestion. You did not mention which type of allergies your dog is suffering from. So I do not suggest you to give these medicines. As these medicines are more helpful to cure cough and cold, so it is always better to get your pet examined by your vet to give right medicine.
